Strategic development & strengthening of legal and regulatory framework for independent media in Moldova (2021-2022)

The overall objective of the project is to develop and strengthen Moldovan legal and regulatory framework for independent media. The immediate objective is to assist in amending the Moldovan media legislation in compliance with media and internet governance standards.

The expertise and drafting of amendments to the project aims to improve both the national media legislation for the benefit of the parliamentary media committee and the secondary legislation of the Audiovisual Council (CA) and the Supervisory and Development Council (CSD) at Teleradio-Moldova (TRM).

The following activities are covered:

  • To reconvene the working group;
  • Provide the Parliamentary committee for media with draft amendments to the media legislation, attached to the Commission.
  • Provide the Parliamentary committee for media with the consultative opinions, proposals and recommendations on draft amendments to the media legislation, drawn up outside the working group.
  • Monitoring/expertise of the secondary legislation of the Audio-visual Council.
  • Monitoring/expertise of the secondary legislation of the Supervisory and Development Council of TRM.
  • Monitoring of the content offered to the public by the most influential televisions.

The Expert Working Group on Improving Media Legislation was created by Order of the Chair of the Parliamentary Committee for media on 14 March 2022. This group includes experts from 5 media NGO’s: APEL, API, CJI, Freedom House and Internews.

The project was implemented between December 1, 2021 and December 31, 2022 by APEL with the support of International Media Support (IMS).
